hi!

i have a question regarding draw/holster (p.28).

"a drawn weapon is considered active [...] you can aim, shoot etc. with an active weapon but not with a drawn weapon."

how can a drawn weapon be active and usable with any action and at the same time not usable with all actions?

first sentence: drawn and active are the same.

second sentence: active and drawn are NOT the same.

what detail am i missing here?
